Jessica Winbaum is legal counsel for the Department of Justice. In January 2016, she joined the National Security Litigation and Advisory Group in Ottawa. Before moving to Ottawa, Jessica litigated for the Department of Justice in Toronto, specializing in national security litigation and in international law. She has appeared in Ontario Superior Court, the Federal Court and both Courts of Appeal. Jessica worked as assistant to Donald McRae at the United Nation’s International Law Commission, as a facilitator at Seeds of Peace International Peace Camp, at the Trade Law Bureau at the Department of Foreign Affairs and as law clerk to the Honourable Justice Richard Mosley at the Federal Court. She holds degrees from McGill University (B.A.), the French Common Law program at the University of Ottawa (LL.B.) and the London School of Economics (LL.M.).
